Admin Privileges Needed Often #68

Whether I am installing packages or opening the command prompt/python 
interpreter I find that I need to elevate the command for the initialization to 
work correctly.  Specifically, the PATH isn't set correctly when running the 
console as a normal user (prepending the winpython directories).

I can understand installing packages, but why should I need to run the 
interpreters as admin just to get a working environment?

I even changed the security settings for the winpython directory so everyone 
has "Full control" but that did not help.

Please make it clear in the wiki what needs to be run elevated for proper 
functionality.
