The InVEST:Wind Energy model exercises a number of critical bits of functionality, particularly with the interactions between the python and qt layers. Convert the configuration from IUI to palisades format and write a test function or two to ensure that all interactions for it work as expected.

NOTE: validation will cause some problems, since we can't expect a test system to have the invest_natcap source tree in a particular place. Simplify validation such that similar behavior is observed, without the massive data dependency of the current UI.
