Kick off a vision document (eg VISION.md?) that outlines

a mission statement
the explicit needs that we aim to satisfy
possibly include high-level use cases (eg, what does success look like from a regulator or pharma org perspective?)

The goal will be to present and gather feedback at next R Validation Hub exec meeting.
