Present draft of vision and gather early feedback from exec #23

As discussed today, it might be good to get some early feedback from the R Validation Hub exec team as we are starting to solidify a vision and scope.

@andyofsmeg - We're potentially looking to use some time at an R Val Hub exec meeting to present and gather feedback about the regulatory repo wg vision & scope. Do we have a date for the next exec meeting.

Still not sure whether this timeline will work, but we can aim for it and let you know with some forewarning whether the timing will be good for us to present something.
