Allow deployment specified repo #701

Previously we have been forcing the usage of the CRAN repo. This was to maintain apples and oranges comparison, but organizations may have reasons to want to use an internal repo. This can allow an organization to more finely tune which packages and versions are available for users to request inclusion from.

A warning should also be added to let users know which metrics in the app may not be an accurate representation when the repo is not pointed at CRAN.
