Learning things. Evidently with our branch restrictions, this action will only work on PRs. That main problem with running this code on PRs is that if the dev branch has not been fully merged in at the time the manifest file was created, then the file could be incomplete. All that to say that we need to find a way to get this to work as intended and not on PRs.
