Support Python 3.13 #2690

Python 3.13 will be released 2024-10-01. This issue is to keep track of what needs to be done. Especially which dependencies that we are waiting for to add support for Python 3.13.

The following dependencies are missing wheels or support for Python 3.13. All could be built easily on Linux except symengine:

[x] csscompressor
[x] MarkupSafe
[x] msgpack
[x] numexpr
[x] numpy (has support but Pharmpy cannot be used with latest numpy)
[x] pandas
[ ] pyreadr
[x] symengine
[x] altair

altair needs to release new version thta supports 3.13. https://github.com/vega/altair/discussions/3687

What remains is to activate testing on GHA for Windows when pyreadr has released wheels.
