Update Windows launcher download link (always 3.0.1 version) in pharo.org #684

Generaly I'm looking for new version using the pharo.org download link, and the link is not up to date:

That why I didn't see that there is new versions of the launcher. I don't know if this is the same problem for others OS.

PS: Don't forget https://github.com/pharo-project/pharo-launcher/issues/638 ;)
