Failing tests when running manually (on Windows) #17369

We now have an impressive number of around 39500 tests in the standard image that we mostly check with the CI/CD.

But running all tests manually (here on Windows) still gives many Errors. I think tests like the UnixResolverTest should not even run on this platform if they are dependent.
