This adds a new .outrigger.yml file and support for unison filesync.

[x] Confirm all Jenkins jobs use -f docker-compose.yml to avoid triggering override config.
[x] Test that docker-compose config is functional.
[x] Replace approach of -f build.yml -f build.devcloud.yml, since it pulls unison stuff into devcloud.

In addition to the feedback on the volume name, we are going to use the docker-compose.override.yml approach so the base docker-compose.yml is good for hosted environments using the no-override flag.

Made minor update to TODO.md. Did a full end-to-end test with this PR applied and everything worked once I cleaned up my old example containers. We should get this committed and roll a release asap.
