Updates for devcloud compatability #15

This is incomplete, so far in my testing I'm seeing inconsistencies in which devcloud host actually gets dropped into generated files and the main ci job doesn't seem to see the dockerComposeExt var so it's always blank.

Also some todo adjustments to ensure successful first start
