Light DOM Styling controller and outline-form component

Description

Adds the LightDomStyles controller for injecting css into the global style sheet.
Converts the styles.js script to styles.mjs so it can use the same common code as the typescript controller.
Added processing of *.global.css to styles.mjs to create *.global.scoped.css files that are scoped
Added the outline-form component as an example of using the global.css styles and the LightDomStyles controller
- Demonstrates how to load css from other components for reuse.
Added documentation.
