Sounds reasonable. Question 1: do they have it on their SMP, or do they create the XML and upload it somewhere on the page? Question 2: this is a separate issue and I will move it. You mean sending the XML for the business card?
1) This would be separate to, in advance of anything being sent to indexing. It would help smooth the path where a participant wants to get their details into PD, and may need to get an internal approval first. And then usually the question to be answered is "what will it look like"?
2) Yes, this might facilitate adoption if the EndParticipant had a way of filling out a dummy BC form, and generating a matching XML. It would remove admin worload from APs and put ownership of data quality into the hands of the participant

Particularly for participants with a lot of Business Card content, eg a list of several possible ship to addresses in additional information, it would be useful to have a "preview" feature.
Also, it would be useful to have a "create PDBC" button, where a participant can fill out a form, that populates a simulated Business Card, and when they are happy with the contents, they can save and send on to their Access Point to be indexed(moved to #23)
