Currency updates for Ruby 2.2

This PR adds currency updates for Ruby 2.2:

• Specify the prefered Ruby version in .ruby-version
• Use MiniTest::Test
• Pin the versions of dependencies
• Use bundler
• Ignore .envrc so that the Phaxio API key can be specified locally
