It would be nice to install springtime with pip install springtime.

The MERF dependency is installed from a GH repo (https://github.com/phenology/merf). PyPI only allows dependencies from PyPI, so our MERF fork will also need to be published on PyPI. See https://github.com/phenology/springtime/pull/159
