Claim ownership of FAIRsharing record on Phenopackets #379

https://fairsharing.org/FAIRsharing.8f3fdc needs to be claimed by us and updated.

For example, it says

Name Preview Specification (full specification behind paywall)

@mellybelly suggested that @monicacecilia could work on this.

Chris noted that eventually we can add Phenopackets to the LinkML registry, but we don't have the resources to do that yet.

Adding a single item to the linkml registry is easy. The proposal was to hoover up all schemas, standards, and data models, even those that are not native linkml, convert them, add to the registry. That's what we don't have resources for... yet :-)
