Update groupId to org.phenopackets.phenopackettools Update artifactIds to start with phenopacket-tools

This change renames the package directories from org.phenopackets.phenotools to org.phenopackets.phenopackettools

@pnrobinson this is a wholesale change of the entire repository, but only makes the changes above.
