Schema patch psql #301

I made a change to the import script: internally it uses psql to apply the patch, which makes it able to import external files using the \i command.

the patches now require a begin/commit block. Note that it is allowed to give commands outside the transaction, which is useful for a few commands. I have amended the previous patches in case someone hasn't applied them yet and will after this branch is merged.
