Assigning Techs by lance can also assign tech to infantry sub force #11

Need to add sub-force checks so infantry and other units don't get caught up with a wrong tech type (or no tech in the case of infantry). This will need to be changed again at some point if infantry maintenance ever gets added.

Looks like this isn't an issue anymore. Will reopen if I come across it again.
