Large Craft crew do not have a Time in Service rating when Hire Full Complement used #20

Hiring a ships crew works fine from the market or other hiring features but does not set TiS when you right click a unit and use Hire Full Complement. This may extend to other units as well such as Armor or Infantry. Requires further testing.
