Include symbols for stdlib 0.6.1
New argument --lang-version to specify which c3 version to use

Fixes

Improvements indexing stdlib symbols: Generic parameters were ignored.
Improvements in resolving types referencing generic parameters.
Go to declaration/definintion failed in Windows.
