NVDA reads Keyboard Shortcuts and PhET Menu buttons back to back #121

Our great QA team filed an issue for RIAW about NVDA reading the Keyboard Shortcuts button and the PhET Menu back to back so they kind sound like a single button

I was not sure this would be an issue for blind users, but after viewing two interviews with Friction, I do think this is an issue that we should try to address.

Users seem to be quite confused when the buttons are read out together, back to back.

I am hoping that planned changes to the structure of the bottom navbar will address this issue.
