would like to discuss adding keyboard navigation design & implementation, and development of labels and basic help text to the general sim development checklist.

This seems like a call for you and @kathy-phet - happy to add such items to the checklist. Might be good for @emily-phet to make an initial draft as what you see as "checklist" items. Which are design items, which are dev items, is there a separate item for keyboard QA, or is that just folded into the dev and RC process QA checklists
