Turning VoiceOver on and off when sim is in an iframe causes alerts to repeat #93

From https://github.com/phetsims/scenery-phet/issues/351, if the sim is launched in an iframe and VoiceOver is turned off then on again after a sim loads, all alerts will repeat. Can we reproduce this in a JSFiddle? If so, we should submit a bug report to Apple.

Reproduced the problem there. Ill submit a bug report to Apple.

I submitted a bug report to Apple and included a sysdiagnose from the machine I isolated the bug (though we reproduced on a few Apple devices). Removing my assignment for now.
