CTQ needs a button to clear chipper/dist/ and the eslint cache. #196

@samreid and I both run into this quite commonly, where a change to the logic of a lint rule doesn't fix CTQ because of caching. Let's make a clear() button!

Basically we want to rm -rf /data/share/phet/continuous-testing/ct-quick/chipper/eslint/cache/
