Publish a release candidate #79

working with SR, we are unsure of what version to publish RC on. The phet website has 1.0 published, but the package.json points to 1.2. But, seeing as to how 1.1 has been made but is not published, we are thinking we should publish for 1.1.

There is already a release branch for 1.1, so we will delete it. It seems like 1.1 only has trivial changes, so we will let chipper regenerate a new 1.1 branch.

After much trial and error, I have been able to deploy 1.1.0-rc.4 at https://phet-dev.colorado.edu/html/atomic-interactions/1.1.0-rc.4/phet/atomic-interactions_en_phet.html.
