Initial support for vibration #449

Working with @liquatics on vibration, we are going to begin exploring things in BASE like we did in phetsims/john-travoltage#337. This code will be experimental for the time being and hidden behind phet.chipper.queryParameters.vibration.

Initial prototypes are complete behind the vibration query parameter. We wont continue working on this much until we decide how to proceed with better screen reader support with vibration. Closing this one.
