Graph point cue arrows should be pickable #53

The cue arrows on the thermometer handle can be grabbed and dragged, but the cue arrows on the graph value point cannot. Since we should be consistent, and PhET tends to let users interact with cue arrows, the graph value point arrows should be made interactable.

Seen on Win 10 Chrome. For phetsims/QA/issues/215.

Cueing arrows are now part of the draggable circle, closing
