POPULATED_CELLS is duplicated in NuclideChartNode and ChartIntroModel.
Also need to add assertion's that if the default initial nucleon counts change to be past the chart intro max allowed nucleons, then the POPULATED_CELLS array must also change to reflect the added rows/ columns.
