add drag bounds for particles #168

A request has come up from the sonification effort to add drag bounds for the particles. This way, sonic feedback can be provided if the user attempts to drag the particles too far. This seems like a good idea in general anyway in order to make the behavior more consistent with other simulations.

Implemented on master and propagated to the 1.5-phetio branch where it was needed, deployed in v1.5.5-phetio. Closing.
