add screen-reader string #1

At 1/15/15 dev meeting, @ariel-phet asked me to create this issue an assign to @samreid. The chains application needs an example of a screen-reader string, and the 'Reset All' button is probably a good example. If that's too invasive to do to a common-code component, then we'll create a component (button?) that's specific to chains.

Low priority.

Screen reading is prioritized below keyboard access for me, so I may not get to this for quite some time. I think the way it appears in the translation utility would be the same as for other strings--but perhaps we need to make it easy for translators to test the screen-reader strings without having to use screen-reader software.
