Pencil tool doesn't work iOS #156

Found during https://github.com/phetsims/QA/issues/226. Unsure if related to WebGL. When using the pencil tool to draw equipotential lines, the button does not work. This seems to be limited to touch, as I did not encounter this issue on a laptop with a mouse. Found on master
