Studio: Voltage text doesn't move up in Electric Potential Sensor #185

Minor bug found during https://github.com/phetsims/QA/issues/508. Win 10 Edge. When you remove the Equipotential title text from the Electric Potential Sensor, the rest of the elements on the sensor shift up, except for the actual text that gives the voltage. This leads to a very odd look. electricPotentialPanelTitleText
