Next steps for CODAP data fluency wrapper

• [x] Merge main into the branches, to pick up linting and other configuration changes
• [ ] QA tests a "one off" build
• [ ] delete dataFluency1 branch

I merged main into the feature branches and addressed merge conflicts, etc. I'd like to create a one-off publication for QA, but the documentation says we must not have dashes in them. So we will rename to dataFluency or equivalent.

but it says phetio is not defined. This work is blocked until we solve that.
