We discussed that the neck is too long, and that we might want separate images for the head toggle icons.

I've updated the images and added the down-sampled images as the icons (as well as making the icons a touch bigger). Assigning to @ariel-phet for review. Make sure to take a look at how the transparent beam looks with both of the heads.
