Wave Interference left laser won't work if too close together #103

For https://github.com/phetsims/QA/issues/499. https://phet-dev.colorado.edu/decaf/quantum-wave-interference/1.0.0-dev.4/quantum-wave-interference.html?simulation=quantum-wave-interference in smaller window. Happens automatically in ChromeOS. If the window is too small the control panel for the left laser on the 2 Lasers screen is cut off. But more worrying is that the left laser won't activate at all. The right one activates fine, and the left one can have changes to its panel, but the button to start it won't depress. leftlaserwontfire

Minimum size was limited as part of https://github.com/phetsims/decaf/issues/116
