iPad cannot exit dialog #107

For https://github.com/phetsims/QA/issues/499. Seen on Discharge lamps https://phet-dev.colorado.edu/decaf/discharge-lamps/1.0.0-dev.4/discharge-lamps.html. Only on iPad/touch so far. If you open the "View Picture of Actual Discharge Lamps" window, you cannot click the x. You can click outside the window to leave, but then cannot bring it back up again.

You also cannot drag the window around as you can for other platforms.

Today we agreed we should reach out to CheerpJ to ask if they can add touch support for the closing the window by the "x".
