Gene Machine items can jump around when drug with touch #108

For https://github.com/phetsims/QA/issues/499. https://phet-dev.colorado.edu/decaf/gene-network/1.0.0-dev.4/gene-network.html?simulation=gene-machine-lac-operon on iPadOS 13 Safari. When dragging objects with touch in the play area they may jump away and not stay under the finger. This does not seem to be an issue when dragging from the toolbox, but if an item is outside it when picked up (RNA Polymerase is easy, but other objects work too with sim paused) it will occur. items can be lost this way, though they may float back. flyaway

In today's meeting, we agreed to report this to CheerpJ. Also happens to some extent in semiconductors, but you can see the problem better in gene machine.

This issue hasn't been assigned to me since May 15, but it still shows up in issue search results for assignee:samreid. I'm going to try reassigning and unassigning to see if that helps.

UPDATE: I can't believe that worked!
