Microwave sliders may not reset properly #110

For https://github.com/phetsims/QA/issues/499. https://phet-dev.colorado.edu/decaf/microwaves/1.0.0-dev.4/microwaves.html on iPadOS 13. When you grab the sliders in these sims and let go of them while not fully on the track (particularly easy to do if the tab is at the end of the track) then they will not reset properly. The value resets, but the slider position does not. slidersmaynotresetposition

Happens with similar sliders in other sims, such as number controls for nuclear fission.

@KatieWoe do you think this is related to #108?

It doesn't really seem like it to me, but I don't quite understand the code behind it, so it could be a different expression of the same bug. You'd be a better person to tell in that case.
