Scroll bars may be needed but not appear #44

For https://github.com/phetsims/decaf/issues/28. Found on Win 10 Chrome. If the window is small enough, particularly in width, the sim no longer fits the window and elements such a tabs may be out of view. However, no scroll bar seems to become available at this point, even though it may be needed in this case. Found after the first fix in that issue: https://phet-dev.colorado.edu/decaf/faraday/1.0.0-dev.16/index.html?simulation=faraday maybeneeded

This is a bug in the original Java which I suspect we will not want to spend time fixing.
