MRI bottom of play area cut off #86

For https://github.com/phetsims/QA/issues/497. https://phet-dev.colorado.edu/decaf/mri/1.0.0-dev.4/mri.html on Win 10 Chrome. The bottom of the play area is cutoff even when the window is at the largest setting. No controls seem lost, but it is obvious and some controls/text are partly obscured. Java: notcutoff CheerpJ: playareacutoff

The whole control panel is cut off in ChromeOS
