Beta Decay Atom left at start after reset all #94

For https://github.com/phetsims/QA/issues/499. https://phet-dev.colorado.edu/decaf/nuclear-physics/1.0.0-dev.4/nuclear-physics.html?simulation=beta-decay on Win 10 Chrome, but it happens in java, so this is not due to CheerpJ. On the second screen of Beta Decay (and possibly related sims), if you hit reset all when there is a He-3 atom on the chart, the new page will have a He-3 atom at the very beginning of the chart, even though the simulation hasn't started yet. atomleftonchart

Same issue occurs in the single atom screen of Alpha Decay when Custom Nucleus selected
