Memory Leak #174

Seen on Win 11 Chrome. For https://github.com/phetsims/qa/issues/942. 1.1.0-rc.1 seems to have a rather severe memory leak. First measurement taking at start. Subsequent measurements taken 1 min apart

Applied to master and the branch. @KatieWoe I believe this should be resolved, do you have a good way of testing on phettest?

This looks much better on master. I built a version off master on 5/18/23 muchbetter

Memory tests look much better. They still seem to trend upwards, but the footprint is much smaller. Closing for now. PhET Brand:
