Energy symbols missing when using duplicate query parameters #412

Got an email into phethelp:

If you have duplicate query params, e.g.

https://phet.colorado.edu/sims/html/energy-forms-and-changes/latest/energy-forms-and-changes_en.html?screens=1&elements=iron,iron,water,water

(a) the energy symbols disappear: missing-e

and (b) you begin to see buggy behavior when you drag the blocks around: buggy

I was able to reproduce the emailer's issue using macOS latest + Chrome latest.
