Add Africa, Africa Modest, Asia, and Latin America Character Sets #480

It looks like most of this combines in with ESP since that's its common repo. So I believe the next steps here are to add in the Asia and Latin America Character Sets as well. We just need the pngs for those to load in. Assigning to @amanda-phet for those next steps.

The region and culture work for this sim is being put on hold since there are so many design questions up in the air. Setting as deferred, and removing from the project board.
