Reset all does not reset the carousel page

Scroll the carousel to something other than it's first page, then hit Reset All. The carousel will not return to its default page. (Explore and Negatives screens only)

Seen on macOS 10.12.5 Chrome. For phetsims/tasks/issues/860.
