Use scenery-phet's measuring tape for all uses in FPAF #306

It looks like we are using the MeasuringTape type, but still using our own icon image, which is just copy pasted from scenery-phet. I want to remove that and use scenery-phet's.

This includes removing the entry in the license file for images.
