Cooling sound plays after setting state #306

Even when extra sounds are not turned on, setting state triggers the playing of this sound. I'll investigate.

Over in https://github.com/phetsims/joist/issues/744 I made the extraSoundsEnabledProperty not stateful, and it seemed to fix this bug. Closing
