Particles do not update if radius is changed while the sim is paused #232

In published version 1.0.19 and 1.1.0-dev.12 ....

In the Diffusion screen, particles do not update if Radius is changed while the sim is paused.

Fixed in the above commit. Also cleaned up handling of other updates when the sim is paused.
