Studio may not refresh or refresh with errors #477

Geometric Optics (and Basics) suffer from the same problem as https://github.com/phetsims/studio/issues/307. In https://github.com/phetsims/studio/issues/307, @KatieWoe reported:

@samreid @zepumph @arouinfar I'd like to understand this issue, and whether it needs to be addressed for the 1.3 release.

The conclusion in https://github.com/phetsims/studio/issues/307 is that this is generally not blocking, and we will continue to publish sims with this known problem. So closing this issue. If there's a fix in the future, it will need to be applied via an MR, or picked up in a future release.
